Sengottaiyan, Hon'ble Minister for Revenue and Disaster Management on "Simplification of online Patta Transfer not Involving Subdivisions – Auto-mutation" Honorable Chief Minister of Tamil Nadu, Thiru C. Joseph Vijay, is committed to the motto of "Government for the People" and consistently issues directives to streamline various public welfare schemes across all departments and to ensure that the benefits reach the people swiftly. As far as the Revenue Department is concerned, the "Patta" is considered as the document establishing a landowner's property rights. To expedite the issuance of 'Patta', once the property registration (not involving subdivision) is completed, the system automatically transfers the "Patta" to the buyer's name online (Auto-mutation), provided the seller's name, survey number, and area match the details in the existing online "Patta" and the property is free of any encumbrances. Recognizing certain difficulties in this procedure, the Honorable Chief Minister of Tamil Nadu has directed that these issues be resolved immediately and that an automated "Patta" transfer service be provided in the name of the purchaser for properties that do not require subdivision. Based on the instructions of the Hon'ble Chief Minister of Tamil Nadu, a review meeting regarding this matter was held under my chairmanship on 12.06.2026. During this meeting, G.O. (Ms.) No. 84, Revenue and Disaster Management (DM-2) Department, dated 04.02.2020, regarding online "Patta" transfers (Auto-mutation), was discussed, and a decision was taken to make certain amendments. In accordance with the decision taken at the above-mentioned meeting, the shortcomings in the earlier automated "Patta" transfer system not involving subdivisions were identified and accordingly, the Government have issued a revised G.O. (Ms.) No. 526, Revenue and Disaster Management Department, dated 25.06.2026, rectifying the shortcomings identified. Accordingly, the following amendments are to be made in the automated "Patta" transfer software: Shortcomings noticed and Modifications incorporated: 1. During the sale of land or property, Auto mutation did not previously happen when a Seller's family members, like wife, son and daughter, co-signed the sale deed along with the seller. Now, Auto mutation will take place during the sale of land or property even when the Landowner (Pattadhar) and family members like wife, son and daughter also co-sign. 2. Auto mutation previously did not happen when the Power of Attorney holder executed the sale deed on behalf of the seller, because the name of the seller did not match the name of the Pattadhar. Now, Auto mutation will take place when the Power of Attorney executes a sale deed, even though the seller's name does not match the name of the Pattadhar, as the sale deed is executed by a valid Power of Attorney. 3. Previously, if the buyer already had a Patta number in the same village, it had to be identified, and the survey number of the newly purchased land was added by the Sub-Registrar to the old Patta. Now, whether or not the buyer already has a Patta in the same village, the next available Patta number in the village will be assigned by default by the software, thereby reducing delay. In accordance with the Government Order issued by this Government, amendments will be made to the automated Patta transfer software and implemented within 15 days. Through this, a large number of "Patta" transfers will be processed automatically (Auto-mutation) for transactions other than subdivisions registered at the Sub-Registrar's office. This eliminates the need for the public to visit the Sub-Registrar's office or the Tahsildar's office in person for "Patta" transfer after registering the land.
