11.6.2026 for the establishment of Space Vehicles – Common Technical
Facility (CTF) at the upcoming Space Manufacturing Industrial Park at
Allikulam, Thoothukudi District.
The Agreement was signed by Dr. D.Karthikeyan, IAS, Chairman &

and Thiru. Anupam Anand, IAS, Joint Secretary, IN-SPACe, on behalf of
IN-SPACe, in the presence of Dr. V. Narayanan, Secretary, Department of
Space, Chairman, Space Commission and Chairman, ISRO and Dr. Pawan
Goenka, Chairman, IN-SPACe during the 10th IN-SPACe Industry Conclave
held at Ahmedabad.
The agreement marks a significant milestone in the State's efforts to
create a world-class ecosystem for space manufacturing.
Under the Agreement, IN-SPACe will provide equipment worth up to
₹100 crore for the CTF. The Government of Tamil Nadu will provide the
necessary land and establish buildings, utilities and supporting
infrastructure for the facility.
The CTF will provide shared access to sophisticated testing and
qualification infrastructure, including facilities for vibration, shock,
thermal-vacuum, EMI/EMC, pressure and flow testing, launch vehicle
assembly, component integration and hydroclave operations. Access to
such capital-intensive infrastructure will significantly reduce the cost and
time required for industries to develop, test and qualify space systems
and components.
Strategically located near the upcoming Spaceport at
Kulasekarapattinam, the Space Manufacturing Industrial Park is envisioned
as a hub for the manufacture of launch vehicle components, satellite
systems, propulsion systems, avionics, composite structures and other
critical space hardware. The Facility will serve as the technological
backbone of this ecosystem and enable industries from across the country
to access world-class capabilities.
The initiative is expected to attract substantial private investment,
generate high-skilled employment, strengthen the local supplier
ecosystem and accelerate innovation in the space sector. By lowering entry
barriers for industry, it will foster indigenous capability development and
enhance India's competitiveness in the global space economy.
This collaboration reflects the Government of Tamil Nadu's
commitment to developing globally competitive industrial ecosystems and
supporting emerging sectors through world-class infrastructure and
strategic partnerships. This Facility is expected to position Tamil Nadu as
one of India's foremost destinations for space manufacturing and
technology development, contributing significantly to the nation's vision of
becoming a global space manufacturing hub.
